REMINDER: LIEAP Applications will be accepted beginning
October 1, 2009 to be considered for the 2009-2010 heating season.

Wyoming Low-Income Energy Assistance Program

The Low Income Energy Assistance Program (LIEAP) is administered by the Wyoming Department of Family Services (DFS).  The purpose of the LIEAP program is to help low income families pay their utility billings during the winter months.  Income Guidelines. LIEAP is only able to assist households with their primary heat source.  LIEAP can not assistance any household with secondary heat sources.  If your home has a gas furnace the heating source is gas, not electric.  If you heating source is included in your rent LIEAP can not pay your electric bill.

If a household was on the LIEAP program last year applications were mailed to them in August.  If the household has not been on the program before, please call the LIEAP office in Laramie and request an application be sent.  Applications are available online at for those prospective applicants with internet access. http://dfsweb.state.wy.us/LIEAPApplication.2009.pdf  Application packets have been provided to utility companies throughout the state and are also available through the local DFS offices in all the counties.

Anyone applying for LIEAP assistance is also applying for the CRISIS and Weatherization assistance programs.  All approved LIEAP applications are forwarded to the Weatherization agencies for weatherization.  Not everyone approved for weatherization will receive it.  The priority families are the elderly (60+), those with disabilities, and households with children under the age of 6.  If your home is selected for weatherization, the weatherization office for your area will contact you for an appointment to assess your home.  

If household needs assistance with utility deposits, propane tank sets, disconnect or shut-off notices due to back fills or out of fuel for propane, home heating oil, wood or coal, CRISIS can be applied for at the time of application.  If CRISIS assistance is needed later in the season the approved applicant must call the LIEAP and request CRISIS assistance.  The LIEAP office will proceed from there on your request.

There are 3 types of CRISIS programs to assist households during the season for both primary and secondary heat sources.

1.    CRISIS 1 – Deposits, Propane Tank Sets or Propane Tank Rent
2.    CRISIS 2 – Back Bills, disconnect/shut-off notices, propane tank fill, out of fuel and other.
3.    CRISIS 3 - No heat CRISIS due to furnace problems. 

A household must be LIEAP eligible before CRISIS or Weatherization assistance can be approved.  A letter called a Notice of Action (NOA) will be sent to you advising you of your eligibility status.  There are several types of status you could be notified of:  Approved, Denied, Pending.  These notices apply to LIEAP, CRISIS and Weatherization.  The approved NOA will tell you the amount of seasonal benefit you have been approved for.  The Denied NOA will give you a reason why your application has been denied.  The pending NOA needs and immediate response from you to clear up questions or provide required documentation that were sent with your application or documentation still needed.
